Matosinhos Drug Policy Conference: Prevention, Treatment and Insertion: Debating Practices

In early December 2004, the City Council of Matosinhos, which is a part of the Oporto greater area, held a drug policy conference on ‘Prevention, Treatment and Insertion: Debating Practices’. The conference provided the occasion for local stakeholders, national experts and policy-makers to debate best practices to tackle the drug use problems ranging from cannabis and ecstasy consumption to heroine use in the urban and suburban areas in Portugal.
More specifically the discussion explored the different ways to translate the innovative national drug policy framework which was set up three years ago and removed drugs use from the criminal book, into effective local practices. The conference was attended by 300 participants from the local university, community leaders, as well as parent associations and field practitioners.
